A Bidder that submitted a successful Pre-Qualification Application is eligible to submit a Proposal for PECO’s Solar RFP. A Bidder’s Proposal contains the following three (3) items:

• the online Proposal Form;
• the Bid Form uploaded to the “Bid Form Upload” on the online application form website; and
• bid assurance collateral.

The online Proposal Form and Bid Form Upload are available here (https://dspproposal.com). You may access the online Proposal Form and Bid Form Upload by using the same credentials used to complete the Pre-Qualification Application.

Bidders have the option to submit cash or a pre-bid letter of credit to meet the bid assurance collateral requirements. Please follow the instructions provided to you with the Notification of Pre-Qualification on April 10, 2026 for submitting bid assurance collateral. 

The online Proposal Form, Bid Form, and bid assurance collateral must be received by 12 PM (noon) EPT, Monday, April 27, 2026.
