For purposes of populating the PPA, will the “Facility Nameplate Rating (MW)” and “Estimated Capacity Factor (%)” be inputted based on AC rating? Is any additional information required in the Proposal for purposes of populating the PPA?

As stated in Section IV.3. of the RFP Document posted to the Documents page of the RFP website, through the PECO Solar RFP, “the Company seeks up to 25 MW of DC solar capacity, with a minimum project size of 5 MW. The Company will accept Shares of larger Projects.”

The Project Size and Share must be provided in DC rating in the Pre-Qualification Application, Proposal Form, and Bid Form to ensure the Project(s) submitted meet the requirements of the RFP.

For purposes of populating the PPA, the “Facility Nameplate Rating (MW)” and “Estimated Capacity Factor (%)” in Exhibit A of the PPA will be inputted based on AC rating. Bidders will be required in Section 8 Justification of Omissions of the Proposal Form to list the “Facility Nameplate Rating (MW)” and “Estimated Capacity Factor (%)” based on AC rating. These parameters must be consistent with information provided in DC rating in the Pre-Qualification Application and Proposal Form and also be consistent with other information and supporting documentation provided by the Bidder.

Additionally, in the Fifth Item of Section 1 of the Proposal Form, Bidders should provide the expected monthly output in MWh of the Project for the first five years of operation and the expected P50 and P90 capacity factors in AC rating. This information is also used for purposes of populating Exhibit A of the PPA.

How long is the term of the Power Purchase Agreement (“PPA”)? Is it possible to submit a Bid for a PPA with a longer term?

The PPA term is 10 years.  The governing RFP documents, including the Power Purchase Agreement and the Request for Proposals, for the PECO Solar RFP were approved by the Commission as a part of PECO’s sixth Default Service Plan (DSP VI) in Docket P-2024-3046008 and cannot be modified.
