Will PECO hold additional procurements under the PECO Solar RFP?

The governing RFP documents, including the Power Purchase Agreement and the Request for Proposals, for the PECO Solar RFP were approved by the Commission as a part of PECO’s sixth Default Service Plan (DSP VI) in Docket P-2024-3046008 and cannot be modified. This procurement scheduled for 2026 is a contingency event and the final procurement to be held by PECO under the PECO Solar RFP. No applications were received for the first procurement held in the summer of 2025.

Is a range of expected Bids available? 

A range of expected Bids is not available. Selection of the winning Proposal will consider the Bid price as well as other factors. A summary of information related to the Bid and Bid evaluation is available on slide 9 in the Bidder Information Session date November 19, 2025 and additional information is provided in the RFP. Does PECO have a designated location for eligible solar Projects or does the developer select the location? 

PECO does not have a designated location for eligible solar Projects. In regard to location, Projects must be constructed within the Commonwealth of Pennsylvania and must be interconnected with PJM and be able to sell energy and capacity into PJM markets.

Is PECO seeking to purchase a solar Project through this RFP?

PECO is seeking to enter into PPAs with solar Projects for a ten-year term for up to 25 MW (DC). Through the PPA, PECO will buy energy, capacity and Solar AECs from a share or the entirety of a Project selected through the PECO Solar RFP. PECO will not purchase the solar Project. Is the RFP result subject to Commission approval?

The RFP results are subject to Commission approval. PECO will not sign a PPA for a Project if the Commission does not accept the bid price for that Project.

What is the procurement target?

PECO is seeking to enter into Power Purchase Agreements (“PPAs”) for up to 25 MW (DC) of solar photovoltaic projects. PECO may enter into more than one PPA with multiple counterparties. Under no circumstances will PECO enter into PPA(s) that aggregate to more than 25 MW (DC).

When is the RFP process scheduled to open?

Thank you for your interest in the PECO Solar RFP. PECO Energy Company (“PECO”) is issuing a Request for Proposal (“RFP”) seeking to enter into PPAs by June 2026 for up to 25 MW (DC) of solar photovoltaic projects. This is the second procurement held by PECO for this purpose.  No applications were received for the first procurement held in the summer of 2025.

Documents for this second procurement event were posted to the RFP website on October 21, 2025, well in advance of the start of the procurement process, so that interested parties may begin reviewing the relevant documentation and ask questions as needed, and to provide significant lead time for interested parties to plan. The RFP process is scheduled to open in 2026. The Pre-Qualification Application Due Date, which is the first deadline for an applicant, is April 1, 2026. For more information regarding the schedule of the PECO Solar RFP, please visit the Calendar page on the RFP website.

A first webcast is scheduled for November 19, 2025 at 1 PM EPT to provide an overview of the qualification requirements, the PPA, the schedule, and the proposal submission process. All interested parties are welcome. You may RSVP to the webcast by visiting the Contact Us page of the RFP website or by emailing the Independent Evaluator at PECO-SolarRFP@nera.com. A second webcast is planned for early March 2026 to provide additional details on the Proposal and Bid submission process and to kick off the Pre-Qualification Application process.

No applications were received for the first procurement held in the summer of 2025. In accordance with the Commission Order and Opinion for PECO’s DSP VI (Docket P-2024-3046008), given the first procurement did not result in any contracted capacity, PECO will conduct a second procurement.

Can solar projects that are under development qualify? 

Yes. Projects must meet the definition of “new” to qualify. A project will be considered “new” if it has not commenced the delivery of electricity to any entity and its construction has not been completed as of the Proposal due date, April 27, 2026.

What constitutes a “new” Project under the PECO Solar RFP?

As defined in the Selected Definitions section of the PECO Solar RFP, “[a] Project will be considered ‘new’ if it has not commenced the delivery of electricity to any entity and its construction has not been completed as of the Proposal Due Date as specified in Section III.5 of this RFP.” The Proposal Due Date for the PECO Solar RFP is 12:00 p.m. EPT on April 27, 2026. 

It is possible for an addition of capacity (MW) co-located with an existing solar project to qualify. In this case, the addition of capacity (MW) would be the “Project” presented in the Proposal and must meet all qualification requirements for a Project under the RFP. Please see FAQ-3 for more information.
